2020.
The last year of the decade, or the first year of the twenties?
As with 2000, I believe in the mathematical view. Although the Astronomical Society and the Farmers Almanac offer no official position, both have said that, because there was no year 0 in the Common Era, the decade must end on December 31st, 2020.
